What's more important than expressing oneself?

I am in the process of developing (I use that term lightly)a "Young Author's" program my daughters class and since I'm already creating it from the ground up I am going to pitch it to the principal and superintendent to see if it can be a school wide event.  When I was in elementary school, we did have a program by that title.  The idea behind it was that the students all created books using their own writings.  It could be a collection of short stories, chapters or even a picture book.  The only requirement was that the student write, draw and create the story using their ideas.  They would then create a cover in art class which would tie it all together.  These books were then entered into a school wide contest.  Winners advancing to the district level and then states.  My goal is just to get the kids writing.  I want them to have opportunities to express themselves, ideas, and creativity.  At the same time, I want them to develop great knowledge of writing and how it works.
I am horrible at writing.  I have poor grammar I know it, but I'm working on it and I hope that I can keep them from making the same mistakes I do.
